can not donate from Japan

A couple of days ago, I was in the mood to make a donation to this site.
Paypal is only available method. So I clicked final confirmation button.

 Then Paypal said, Can not handle this transaction from Japan.
 I never had any trouble with Paypal, except for this.

When I tried donation, Paypal responded as in the attached screenshot.

All msg are Japanese.

It said,

 At this point, Paypal does not accept donation from Japan. We are sorry for your inconvenience.

 I don't know who cause this.

 I have Paypal JP account(small business account).
 It can be used for ebay(US), UK motorcycle parts shop. But it has never used for NL Paypal accounts.

Seems to be a paypal problem judging from the message you got, don't worry about it
